Dwayne Carter
Managing Director
After working as a director for a big consulting firm that offered a wide-range of services, Dwayne Carter created Blu Strategies to focus on supporting public agencies collaborate and leverage processes, data and technology.
Dwayne has served as a trusted advisor for a variety of different public agencies at a variety of different levels including city, county, state and federal. He is an expert in the Medicaid Information Technology Architecture (MITA) 3.0 framework and has been featured as a speaker at several Health and Human agency collaboration conferences. Dwayne’s passion and dedication to making public agencies and government work better helps drive the Blu Strategies team commitment to create positive impact.
